Comments - Interesting depiction of a festival celebrating the proclamation of Japan's constitution, which occurred in 1889. Banners flutter in the foreground above a crowd at the water's edge as boats flying Japanese flags make their way down the river. An elegant modern stone building with glass windows can be seen on the far shore. A nicely detailed design.
